Sample EOI pack (synthetic)
SYNTHETIC SAMPLE. Not a real company, client or submission. The firm “Mto Safi Environmental & Social Consultants Ltd”, its staff figures, assignments and amounts are invented. Public bodies and the REOI are described in general terms only. Produced in Pryara’s internal practice run (October 2026) with the same tools, steps and founder review as a paid order, then shortened for this page.
The REOI (generic): a World Bank-financed Request for Expressions of Interest for consulting services, firm selection by Consultant’s Qualification Selection (CQS): an Environmental and Social Impact Assessment (ESIA) and a Resettlement Action Plan (RAP) for two clusters of a feeder-roads programme in a West African country.
A paid pack has three files, all in Word: the criteria checklist, the claim → evidence table and the EOI. Below are excerpts of each (assignments A2 and A3 are not shown).
1. Criteria checklist (excerpt)
What the REOI asks for, quoted, and what the firm must do before signing. We mark gaps; we do not fill them.
| ID | Requirement (from the REOI) | Where in the EOI | What the firm must do | Status |
|---|---|---|---|---|
| CH1.2 | “Legal Status (Certificate of Incorporation)” | Chapter 1.2 | Insert the certificate. The pack carries the incorporation details the firm gave, not the certificate. | Firm action |
| M3/S3 | At least three completed similar assignments: three ESIAs/ESMPs and three RAPs/ARAPs | Chapter 2.1 | Check each completion certificate: completed, within ten years, in Africa, includes both instrument types. If confirmed, the set meets both a strict and an aggregate reading. | Verify certificates |
| SUB | Prior experience as a sub-consultant | Chapter 2, additional experience | The notice does not say whether sub-consultant work counts. The entry is labelled sub-consultant and is not relied on for the minimum. | Interpretation open |
| S4 | Stakeholder engagement, surveys, inventories, valuation coordination | Chapter 2.2 | The firm’s files support surveys, inventories and valuation coordination, but no assignment shows stakeholder engagement. Provide an example, or this part stays unsupported. | Evidence open |
| F1 | “Properly paged, and a table of contents provided” | EOI Word file | Update the table of contents and page fields after inserting missing material. | Firm action |
| FINAL | Verify, sign and submit | Whole EOI | Check every line against your records, sign, and submit before the deadline. Pryara does not submit or contact the procuring entity. | Firm action |
2. Claim → evidence table (excerpt)
Every statement in the EOI points to the firm’s own document or written answer. The last column is for the firm.
| E-ID | Claim in the EOI | Source (the firm’s file or answer) | Criteria | Verified by firm |
|---|---|---|---|---|
| E01 | Private limited company incorporated in Kenya in 2013. Certificate not supplied. | Firm profile, legal status; written answer, item 1 | M2, CH1.2 | |
| E03 | A1: ESIA, ESMP and RAP for a 142 km rural roads upgrade, Kenya, 2019–2020, World Bank-financed, lead firm, 1,240 project-affected persons. | Experience list, line 9 | M3, S3, S5 | |
| E07 | A5: ESIA, ESMP and RAP for a 95 km feeder roads package, Rwanda, 2024–2025, World Bank-financed, JV lead (60%). | Experience list, line 13 | M3, S3, S5 | |
| E09 | A5 used three field teams in parallel and finished on time. Completion certificate not supplied. | Experience list, line 20; written answer, item 3 | S6 | |
| E15 | No evidence: no assignment in the files shows the firm running stakeholder engagement. | Review of the firm profile, experience list and both written answers | S4 |
3. The EOI (excerpt)
Set out in the REOI’s own order: Chapter 1 company profile, Chapter 2 relevant experience, Chapter 3 donor experience and delivery.
Chapter 2. Relevant experience
1. Completed assignments. The assignments below give the instruments delivered, country, funder, period and Mto Safi’s role as stated in the firm’s assignment list.
- A1, rural roads upgrade, Kenya (2019–2020): ESIA, ESMP and RAP for 142 km across six roads; national rural roads agency / World Bank; lead firm; USD 410,000; 1,240 project-affected persons. [E03]
- A4, road widening, Kenya (2023–2024): ESMP delivered with the RAP, and a livelihood restoration plan; national highways agency / World Bank; lead firm; USD 320,000; RAP for 2,050 project-affected persons. [E06] [FIRM TO CONFIRM: verify the ESMP against the completion certificate before signing; no copy was supplied.]
- A5, feeder roads programme, Rwanda (2024–2025): ESIA, ESMP and RAP for 95 km; national transport agency / World Bank; JV lead (60%); USD 455,000; 870 project-affected persons. [E07]
2. Resettlement planning surveys and valuation coordination. The firm states that A1, A4 and A5 each included census, socio-economic surveys and asset inventories. Registered valuers carried out valuation, coordinated by the firm. [E08]
Additional experience (completion status unconfirmed). The firm reports a 2022 sub-consultant role on a World Bank-financed feeder-road RAP in the same country as the REOI. [E12] [FIRM TO CONFIRM: completion status and supporting evidence before this is treated as a completed assignment.]
What this sample shows
- Each claim is tied to evidence, and every gap is marked “firm to confirm” or “no evidence”. Nothing is invented.
- The pack follows the REOI’s own headings and order, which is the order evaluators score in.
- The firm checks, signs and submits. We never promise shortlisting.
